Property Development Centers (PDC), previously a wholly owned subsidiary of Safeway, Inc., received planning commission approval to re-develop an existing retail shopping center on approximately 15 acres of land located in Oakland, California.
Pre-construction services began prior to the completion of schematic design which resulted in an integrated team approach. Additionally, pre-construction efforts resulted in the generation of over $13 million in value engineering savings to the client. Significant elements included reconfiguring the photovoltaic array saving nearly $2.5 million in construction costs as well as revising the structural system from a pre-cast frame with post-tensioned decks to a castellated steel beam & frame solution with conventional slab on metal decks, yielding a cost reduction of $3.75 million.
The Project involved the redevelopment of the existing Rockridge Shopping Center, including the demolition of all 185,500 sq. ft. of existing buildings and the construction of 10 new buildings (retail, office and restaurant spaces) plus a new Safeway store, totaling approximately 322,500 sq. ft. of commercial space. A total of 967 off-street parking spaces was designed to be located in surface parking lots, on the rooftop of the new Safeway store, and in a three-level parking garage located above commercial space. Also included were modifications to streets in the project vicinity for traffic mitigation.
